* chore: also hide button if repo is archived
* chore: show project board edit/delete menu to authorized users only
* chore: drop the redundant IsSigned check
* CanWriteIssues and CanWritePulls implies (and requires) signed in user
* Add CanWriteProjects and properly assert permissions
